When you reach for it
You are writing job stories or outcome statements, stating what a design requirement has to make observable, or checking whether a statement is solution-free. Both the persona skill and `/euxlab-design-brief` consume it, which is why it lives here rather than inside either one.

Completion criterion
Every statement matches its type’s strict format and names no solution. A statement that smuggles a solution into the motivation is rewritten, not accepted.
Checkable, and demanding. A skill that cannot say whether it is finished is a prompt.
